You Don’t Have the Right Program
There are specific computer programs that are compatible with PEN files, and you may not have one installed on your computer. The most common programs are Unknown Apple II File, Paint Shop Pro Enamel Preset, and io Software Digital Pen Ink File. Try installing one or more of these programs and see if you can open the file. You can download these programs from either the developers’ websites, the Microsoft Store / Apple App Store, or popular download portals.
You’re Not Sure of the File Type
Knowing the file type can help you open PEN files. Different file extensions can be associated with different types of files. Settings Files usually use the PEN extension. You might have a program installed on your computer that is designed to open this type of file. A good first step is trying to open the file in that program.
If you don’t know what type of file the PEN file is, finding this information is simple. Please follow the instructions below depending on the type of operating system you are using.

However, some files are incompatible with universal file viewers and will only open in binary file format. If none of the other options listed work, try a universal file viewer to open your PEN file.
